1.3 Annual Referee Re-certification

A. CLINICS
1.0 The dates, times locations, and format of the annual re-certification clinics will be established by the State Referee Administrator (SRA) or the District Referee Administrators (DRA).
2.0 The re-certification clinics for State Referee Grades 5 and 6 and those referees upgrading to Grade 6 will be scheduled by the State Referee Administrator.
3.0 Re-certification clinics for Referee Grades 7 and 8, Recreational Referee Grade 9 and Assistant Referee Grade 12 will be scheduled to take place in each district between August 1 and the end of February by the District Referee Administrators.
4.0 Re-certification clinics will be scheduled in 2 1/2-hour Module “A”, “B”, “C” and “D” sessions.
B. REQUIREMENTS
1.0 All registered referees must attend In-Service Training each year taught by a certified USSF Instructor.
2.0 All Recreational Referee Grade 9 and Assistant Referee Grade 12 officials must attend Module “A” session to complete their re-certification training.
3.0 Referee Grade 8 officials with less than three (3) years of experience must attend Module “A” session to complete their re-certification training.
4.0 All Referee Grade 8 officials with three (3) or more years of experience and all Referee Grade 7 officials must attend Module “C” session to complete their re-certification training.
5.0 All Referee Grades 5, 6 and those Grade 7 officials requesting an upgrade must attend the State Referee re-certification clinic or USSF Pro clinic (RTS) or the State make-up clinic.
6.0 Each re-registrant must take and pass a refresher exam, which should be given at each scheduled clinic and administered by a certified USSF Instructor.
7.0 All Referee Grades 5, 6 and 7 must take and pass an annual approved fitness test as adopted by OSSRC which is to be scheduled and administered by the SDI or the DDI of a given district. All participants taking the fitness test will be required to sign a waiver of liability form.
8.0 All Referee Grades 5 and 6 must pass a field assessment as a Referee (within the previous 12 months) on a scheduled match.
9.0 The Assessor for the match shall be assigned or formally approved by the State Director of Assessment (SDA) or the District Director of Assessment (DDA) of the Referee’s given district.
10.0 All re-registrants must bring their pre-printed re-registration form to the clinic they will be attending downloaded from OSSRC.com.
11.0 The form must be completed “correctly”, signed, and dated before it will be accepted.
C. RISK MANAGEMENT
1.0 Each year all referees eighteen (18) years of age and older must submit an Ohio South Youth Soccer Association Risk Management form in order to be eligible to referee youth matches in Ohio South. A copy of the form must be show to the DRA at the re-certification clinic.
D. FEES AND REGISTRATION
1.0 Annual re-certification fees for each referee grade level are set by the Ohio South State Referee Committee (OSSRC).
2.0 The re-certification fee will be collected along with the re-registration form, which is to be verified and initialed by the DRA or their designated appointee.
3.0 All checks shall be made payable to Ohio South State Referee Committee (OSSRC).
4.0 All re-certification requirements (i.e. forms, fees, test, assessment, attendance) for the New Year must be completed by January 31 otherwise it will be considered a late re-registration.
5.0 Make-up clinic attendees may be charged an additional fee as determined annually by the OSSRC.
6.0 All referees who fulfill all of their re-registration requirements will be issued their appropriate referee badge upon completion of the clinic.
7.0 The referee badges will not be mailed to the referee by the USSF or the OSSRC.
8.0 A referee must only display the current year’s badge.
9.0 All re-certification must be completed by June 1 of the current year.
10.0 Any referee who misses completing any of the requirements by the June 1st re-registration deadline will be ineligible to re-register for that current year and will not be eligible to work any USSF games during that calendar year.
11.0 The referee can be reinstated for the following year by attending one of the scheduled reregistration clinics and completing all of the registration requirements for the next year.
